The monitoring of public procurement by civil society and the public is crucial for the efficient use of public resources. Both Paraguay and Colombia have adopted the Open Procurement Data Standard (OCDS) to disclose public procurement information.
This project proposes the development of a Twitter bot that will publish bidding, awarding and contracting data in real time. The data to be used are those published in OCDS format by the National Public Procurement Directorate (DNCP) of Paraguay and the National Public Procurement Agency of Colombia. Both institutions update their data on a daily basis, allowing data to be published with the same frequency. Before being published, the data will be evaluated by an anomaly detection model and the score obtained will be published together with the data. This seeks to increase citizen participation in the public procurement process by bringing the data closer to citizens through Twitter.
